Starting an Association or NGO in Benin: Steps, Status, and Registration (2026)

Creating an association in Benin, or regularising an existing one, now goes through an electronic register. Since law no. 2025-19 of July 2025, the government has set up the Register of Associations and Foundations, available online. This page repeats what official sources confirm, without inventing any delay or fee.

The portal's two procedures

The service-public.bj portal has two separate sheets. The first is the declaration of existence in the Register of Associations and Foundations, for a new structure. The second is the compliance declaration, for an association, foundation or NGO created before the law.

The law covers associations, groupings of associations and foundations, according to the communiqué of the Ministry of the Interior and Public Security.

A new structure: the receipt that gives it existence

An association acquires legal personality on the date the receipt of declaration of existence, entered in the Register, is issued. Before that receipt, the structure does not legally exist: no bank account in the association's name, no contracts. The sources checked give neither the issuing delay nor the fees: the portal shows them when you start the procedure.

An existing structure: compliance

Associations, foundations and NGOs created before the law can comply. The procedure updates the structure's information and registers it in the Register. At the end, a compliance certificate is issued. It attests registration in the Register and confirms that the structure keeps its legal status in Benin.

The government granted an additional three months, announced by the Ministry of the Interior and Public Security on 4 May 2026. The article consulted gives neither the initial delay nor the new deadline, and says nothing about the consequences of not complying.
