Driver's License in Benin (ANaTT): Cost, Categories, and Required Documents (2026)

Taking the driving test in Benin starts with understanding who pays what, and to whom. The National Land Transport Agency (ANaTT) publishes the exam fees, the minimum ages by category and the price of exchanging a foreign licence. This page repeats them, with links and dates at the bottom.

The essentials (information checked on 4 October 2026)

• Exam registration: 20,200 FCFA for a national, 40,200 FCFA for a foreigner, plus the Public Treasury fee by category (3,000 FCFA for category B) and a 2,000 FCFA tax stamp.
• Minimum age: 16 for category A1, 18 for A2, B and F, 21 for A3, C, C1, Dr, D and E.
• Exchanging a foreign licence: 22,500 FCFA ANaTT fee, plus the Treasury fee and the stamp, 72 hours, online application.
• The biometric licence, bank-card format, is valid for 10 years.

Exam registration fees

ANaTT sets three service rates: 20,200 FCFA for a national, 4,700 FCFA for a candidate from the Beninese Armed Forces, 40,200 FCFA for a foreigner. On top come the Public Treasury fee, which varies by category, and a 2,000 FCFA tax stamp.

For category B, for example, a national therefore pays 20,200 + 3,000 + 2,000, that is 25,200 FCFA in public fees. The driving school's fees come on top and are not on ANaTT's sheet.

The registration is filed by the driving school: it is the applicant named on ANaTT's service.

Minimum age by category

According to ANaTT, you must be at least 16 for category A1, 18 for categories A2, B and F, and 21 for categories A3, C, C1, Dr, D and E.

Exchanging a foreign licence

Any holder of a foreign licence who wants to stay in Benin for more than six months can apply for an exchange. The fees are 22,500 FCFA for ANaTT, plus the Treasury fee by category (same amounts as for the exam, from 1,000 to 6,000 FCFA) and a 2,000 FCFA tax stamp. The estimated time is 72 hours. The application is filed online on service-public.bj.

ANaTT's sheet does not list eligible countries or required documents: the portal shows them when you apply.

The biometric licence

Since 16 December 2022, Benin has issued the driving licence in biometric format, more secure and durable, comparable to a bank card. The government states it involves no extra fee, that it is valid for 10 years, and that it also serves as a national identity card.

To get it, you need the NPI, the administrative documents and a document showing the result of the blood group test.
